强调句中的 that/who 也可以省略根据《大学英语语法 第四版》(徐广联主编；华东理工大学出版社)PP. 903-904上的讲解，强调句中that/who也可省略，现摘录其中几个例句如下：
It is me (that / whom) she gave the book to.
It is fame (that) he is seeking.
Who is it (that) you want to see?
Where was it (that) you saw the man?
据此，2011安徽卷的高考原题第33题 His writing is so confusing that it's difficult to make out what it is he is trying to express. 中，what it is he is trying to express 就是 what it is that he is trying to express 省略了 that 而成。
同样，I have always been honest and straightforward and it doesn't matter who it is I'm talking to 中的 I'm talking to 前也省略了强调结构的 that。

三种情况下可以省略
[*]that作直接宾语或间接宾语时
[*]如果强调的是时间状语或地点状语，可以省略
[*]特殊疑问句中的that可疑省略
